Congress presses for a national emergency to enable price controls and defend defense contracts funding. Senate and House debate proposed 19 billion defense funding while testing contractor delivery records and Powers under wartime measures.
Washington officials estimate price and wage controls could be six weeks away amid talk of a national emergency. Officials caution legal effects depend on timing and defense act authority. President Truman weighs declaring an emergency to bolster defense measures with mid January as a likely action window.
Washington reports that American business plans to invest about 4.3 billion dollars in new factories machinery and equipment in early 1951. The Commerce Department and SEC say full year 1951 outlays could exceed the 1948 peak. If realized, capital expenditures would top all previous years and reflect expansion to meet military needs without harming civilians.
Mrs. Goldie Lewis Saunders fled from a station wagon stalled on Chesapeake and Ohio tracks at 12th Street and MacCorkley around 9 40 a.m. yesterday. The car was smashed and dragged 100 feet by a fast passenger train. Saunders escaped with no serious injuries.

Jersey City report of December 10 describes JERSEY CITY official Tames FE Murray Sr. clinging to office amid a bitter commission split. Police blocked entry. Murray staged a sit-in with aides and his wife, calling for Gov. Driscoll. He warned Mayor Kenny of an ultimatum as locks were changed at the park department office.

An argument over a woman led to a shooting in South Charleston injuring Stanley Smith and resulting in the arrest of Ernest Brady. Brady confessed to the shooting, and Smith was hospitalized in serious condition with a chest wound. Brady, 82, was charged with malicious wounding by State Troopers Webb and Flowers.

North Korean Premier Kim Il Sung predicts a Communist victory in Korea with Soviet aid. He calls for a battle of annihilation against U N forces, saying no enemy will escape. He claims Pyongyang and parts of South Korea north of the 38th parallel are being forged for the fight with guerrillas and Chinese troops aiding.

Iowa Methodist laymen in a week converted more than 11 000 persons to active church membership through personal visits modeled after Jesus Christ and his disciples. Dr Eugene Golay of Nashville directed the statewide effort and said the movement exceeded all expectations.
A sequence of earthquakes rocked Peru and northern Chile killing at least four people and injuring 12. Three died and 26 were hurt near Ica south of Lima while a child died and two were injured in Calama Chile. Arequipa and Tacna in southern Peru faced severe shaking as did northern Chile. Lima experienced shaking with no reported damage. Communications were cut and details were unavailable.
U S chief of naval operations Ram Forrest P. Sherman arrived in London to attend a North Atlantic Treaty Organization military committee meeting on Tuesday. He will chair in place of Omar N. Bradley who cannot leave Washington.
Former Prague mayor Madame Ruzena Palantova spoke in Chicago alleging a Communist blueprint to seize the United States. She named UN delegate Andrei Gromyko as in charge and claimed 10 percent of Czechs support the present regime.
Pro Chinese Nationalist reports from Formosa claim the Red forces are using conscripted labor to construct airfields deep in inland China as part of preparations for a third world war. The dispatch notes 500 Nationalist guerrillas attacked a Communist outpost 80 miles northwest of Canton with over 100 Red vehicles reported captured.
Air Force budget totals 14 billion dollars with congressional approval pending. Eugene M. Zuckert outlines goals to reach 84 groups by July 1, 1952 and 68 by next July 1, noting the Korean War started with 41 groups. He cites long lead times to convert funds into aircraft and engines.
