WASHTINGTON, Nov. 30 19 President Truman approves a plan to consolidate about 70 government agencies into 30 cabinet posts and an administrative service. Herbert Hoover, heading a congressional commission, said two other aims include higher salaries for top officials and overall executive reorganization. Hoover says 60 agencies report to the President could be restructured. potential annual savings could reach about 3 billion dollars. The commission will present recommendations to the new Congress next January.
