Chicago August 30 CINS Threatening to tie up all shipping through American ports in the Sino Japanese war. The C I Maritime Committee urged Washington to act to protect American ships and crews in hostile waters. The move follows the bombing of the Dollar liner President Honner by Chinese war planes. The telegram to Ralph Emergon at Washington signals union action by 63,000 mariners on both coasts.

Four Chinese warplanes attacked 50 miles off the coast injuring seven crew and three passengers. China said a pilot mistook the liner for a Japanese transport and promised indemnity. Mayor O K Yul of Shanghai issued the apology after US Ambassador Nelson Johnson raised the matter at Nanking. The incident worsened the Sino Japanese clashes along the Whangpoo river as foreign lives and property faced new bombardment.
City budget copies show disbursements totaling 753010.42 with estimates about 4000 higher than prior submission. Fire and police pension funds gain 0.01 per dollar levy under new state law while incinerator fund receives 3500 more. street department gets 2000 for maintenance and 1000 for repairs.
Fauquier county hospital attaches report slight improvement today in the condition of Judge Jo N. Kenna president of the West Virginia supreme court of appeals Charleston. Despite the improvement noted the jurists condition was still grave Judge Kenna was injured in an automobile accident near here August 21.

In four intelligence tests the groups were similar. the test of spontaneous responses to emergencies highlighted imagination as the differentiator.

Two policemen hurried to the home, smashed a basement window, entered and turned off the heater.

The storm sent heavy rains to Arkansas riverbed areas blocking rail and roads and a bridge was torn out. West Virginia and eastern areas endured lingering heat with rain squalls moving toward Chicago as Nebraska schools returned to class in high temperatures.

Simultaneously 13 veterinarians face charges for cattle poisoning to weaken the regime. Two women supervisors were executed for attempting to remove 12 children from state homes. Five Komromol members and numerous others are arrested for debauchery of youths, with the prosecution seeking the death penalty.

William B. Read appealed to the supreme court to review a death sentence for the killing of W. Earle Dolman after his body was found in a burning car near Sutton. A 60 day stay was granted earlier by Gov Holt to examine Richmond claims and other case aspects.
The federal government announced a large cotton loan and subsidy plan. The Commodity Credit Corporation will cap payments at a per pound rate to support the 1937 cotton crop, with a 12 cent per pound subsidy arranged by the Agriculture Department. A $150 million fund from the REC backs the loan program, while $120 million is set for the subsidy, contingent on growers meeting an as yet unformulated next year agricultural program.
New York August 30 In an announcement Maj Alexander Seversky ace flyer and president of the Seversky aircraft company said he will attempt a New York to Los Angeles speed record starting from Floyd Bennett field at 6 am EDT. If successful he will enter the Bendix trophy race this Saturday hoping to crush the east west record and possibly surpass all transcontinental marks including Howard Hughes.
In Omaha Nebraska an elderly woman, Mrs. W. W. Coble, 78, completes the 32nd week of a merciful death sleep after doctors say surgery would have caused fatal suffering. Her husband and relatives chose palliative sleep over brain surgery following a January fall that caused a concussion and a deep blood clot. The family says the sleep is the most merciful option and she remains mostly unconscious, with brief movement during some hours under medical care.
G-men in Trenton sought two major arrests in a tri state vice cleanup. Harry Roth 42 of New York linked to Luciano was jailed in Mercer County on default bail as he faced charges tied to transporting a Philadelphia girl identified as Teddy Blaine to Atlantic City for immoral purposes. Martin Block and Teddy Blaine were held after failing to post bail as the raid network expanded trapping several others. The operation aims to stamp out the white slave traffic.
