Judge Frank L. Taylor’s death vacates the Kanawha County Circuit Court seat. Gov Moore may appoint a temporary judge to serve until the November 5 general election, with a special election to fill the unexpired term. Kanawha Democrats and Republicans must nominate by Sept 26.
James Gilbert, about 70, of Helen West Virginia, fired several shots on a Rocky Gap bound bus when the driver refused to stop for a bathroom break. He collapsed and died moments later. nine other passengers were unharmed. The death's cause is pending autopsy.
