The House approved a war crisis economic controls bill giving President Truman broad power to freeze wages and prices and impose rationing. The vote was 383 to 12, with Senate debate to follow and a likely early White House action.
Kanawha County property valuations rose about 6 million to 330,188,775 from 324,210,960 the previous year driven by new buildings autos and better local banking. Charleston added 4,483,995 to its share while the rest of the county contributed 1,473,830. New homes owned and occupied by owners accounted for 3,468,800 of the gain, with new business and rental property near 2,000,000 and expanded inventories also aiding the rise.
The Senate Finance Committee approved a 14 percent average rise in corporate income tax rates to 43 percent maximum, aiming to raise 1.4 billion dollars yearly. The plan shifts 25 percent normal tax with 20 percent surtax on income over 25 000, applying fully in 1951 and later years.

Washington report says President Truman may ask Congress for a universal military training bill affecting many 18 year olds. Senate Armed Services panel approves suspending one year enlistees as discussion grows on UMT and a future compulsory plan. Cost estimated at four to five billion dollars a year.
The office structure planned for the southeast corner of Washington St and California Ave faces no permit as Supreme Court directives are awaited. City Inspector Homer A Johnston said no word from the court and noted the $1,700,000 tower has sparked a legal dispute since January over height and yardage, with prior rulings by the zoning board and Circuit Court. The Supreme Court’s forthcoming ruling will determine whether construction can proceed.
The House cited Julius Emspak and Steve Nelson for contempt of Congress over defying the HUAC probe into Communism. Emspak, a top official of the United Electrical Workers Union, and Nelson, a Western Pennsylvania Communist organizer, face prosecution with up to one year imprisonment and a $1000 fine. The vote was 372 to 1 against Emspak. Nelson’s citation passed by voice. A recess was called to Friday amid questions of quorum and legality of the citations.

U S Chief Delegate Warren Austin denounced Russia in the UN Security Council for refusing to condemn the Communist invasion of South Korea. He warned the world that refusal to condemn aggression shows who seeks peace and who does not. The council adjourned as Britain planned to continue the discussion next day.
Sen. Pepper identifies Washington policeman John McHale who testified he helped tap the Washington Hotel line used by Howard Hughes during 1947. McHale said he acted under Lt Shimon, with tapping dated July and August 1947 and described as unofficial business for a Senate committee.
The Senate War Investigating Subcommittee pressed Army Navy and Air Force secretaries to stop selling weapons rubber and other war plants as surplus and to seek recovery of items already sold. Chairman Johnson warned continued sales could harm national security and called for an early report on the surplus program.
Washington reports that hotelier Meyer Schine testified before the Senate crime committee that in 1947 he paid $45 000 to secure a gambling concession at his Miami Beach hotel the Roney Plaza. He said detective Pat Perdue warned against outside interests to avoid a clash with local figures and that the concession went to a New York gambler tied to a Miami Beach outfit. Also heard was William H Johnston who said he contributed about $60 000 to support Fuller Warren’s 1948 Florida governor bid.
West Virginia eyes uniform traffic statutes after a study chaired by Motor Vehicles Commissioner Don McClaugherty for Gov. Paterson. The effort, supported by the American Bar Association and national highway groups, aims to ease motorist understanding and could affect federal aid and state highway financing.
