London reports Mussolini is crafting a plan to avert a European war by mediating between Rome Berlin and London with Warsaw. Britain warns Poland to avoid actions giving Germany an excuse, while Mussolini aims to intervene before the Nuremberg congress.
Berlin reports Romania has summoned 10 more army reserve classes to report by August 15 boosting force from four to seven corps. Additional reservists are ordered to report by September 15 for troop concentrations on the western border near Yugoslavia and Hungary as Germany guards its southeastern flank amid the Danzig situation.
Willie Willis quotes local girls on honesty and consequences, noting that any man might cheat if not for being scolded, reflecting small town wit and social expectations in the community.
Danzig leader Albert Forster addressed 60,000 in Langer market square pledging Germanmobilized aid to restore the Free City to Germany. The decision rejects arguments that free speech absolves such actions and frames the case as a major NLRB ruling against Ford.
The Park Construction company recovering from a writ of attachment posted a 5500 bond to resume demolition on land condemned for Kanawha park way. Sheriff J M Slack issued the writ after W H Pettry Charleston attorney filed suit in common pleas alleging $5000 for professional services and fraud. The case will be docketed next term. Detained property included the attached assets and contested contract details with Dravo corporation.

Bids for state WPA headquarters space opened show Huntington proposals far cheaper than Charleston. J H Nelson offered 29 700 for 31 500 feet at 11 31 cents per square foot plus 9 900 basement. F E Hite bid 15 cents for 31 500 feet. Charleston bids were 60 and 62 cents for 24 570 and 14 500 feet. Inspection and details to follow. Huntington chamber backs moving costs.
George C. Heidelberg longtime NYA scholarship director at Louisiana State University died from a self inflicted gunshot at his Baton Rouge home. Police reported no motive found. He died at a local hospital after being taken by officers. His wife, secretary to former LSU president Dr James Monroe Smith, had recent grand jury questioning in the university scandal case.
Fred Snite Jr aged 28 or 29, long bedridden in an iron lung since 1936, marries Teresa Larkin of Dayton Ohio in River Forest home of his banker father. The ceremony in white decor, orchids carried by the bride, follows a modest breakfast and a brief honeymoon in a specially built $15 000 trailer.
President Roosevelt told the Young Democrats in Pittsburgh he would not support conservative or lip service candidates in 1940. He warned the party risks self-destruction if it runs on a straddlebug platform and urged continuation of liberal democracy.
