A Charleston jury found J D Chandler not guilty of murdering George W Miler after a testimony filled two court days. The verdict came in thirteen minutes as Chandler claimed self defense and the unwritten law.
Dickson, secretary to Governor Kump, is appointed secretary of the state road commission effective Monday August 7 1933. George F White remains in the commission as secretary for an indefinite period. The announcement, made by Ernest L Bailey state road commissioner, cites Dicksons experience and sympathy with rural communities as key to managing the road system under new duties.
The Kanawha County Board of Education announced a nearly complete list of teachers employed for the county schools this year and discussed funding for the Charleston Public Library levy. Open September 5 with budgeting decisions showing no money shortfall, higher pay for advanced degrees and experience, plus additional stipends for athletic instructors.
Local federal employment committee met in City Hall under Mayor DeVan to nominate a coordinator and two assistants for the N. B. A. program. The team would act as employment agents for workers and employers and may absorb much of the former R. F. C. work. Seventy-three employers signed N. B. A. compliance certificates in Charleston, with another Pittsburgh NR. A. honor roll due. Postmaster at Hernshaw reports over 1000 blue cards signed.
West Virginia coal production shows an upward trend, nearing 1923 record levels. For the week ended July 22 the Bureau of Mines reports 2,197,000 tons, up from 2,142,000 the prior week and 2,385,000 in 1923’s corresponding week. southern region yielded 1,706,000 tons and northern 491,000.
Kanawha county court yesterday completed the general funds budget for the current fiscal year. It will act Monday on a plan to provide 4 budget to cover sinking and interest on district road and fringe bond issues. The proposed levies are below the legal maximum. Expenses total 2,050,479 with revenue expected 980,500 from sources other than taxation, leaving 1,069,978 to be raised by levies. Major items include 40,000 for delinquent taxes, 40,000 for roads and bridges, 70,006 for outside poor relief, 30,000 for advertising, 340,000 for courts, 40,000 for jail, 44,290 for deputy sheriffs, 28,568 for deputy counts clerks, and 325,000 for outstanding debts. St Albans city column budgeted disbursements of 19,117.25 with 18,822.08 to be raised.
Superintendent Trent briefed that the statewide textbook issue remains complex and unsettled as the state board contemplates contracts with book companies. The board has twice avoided changes for the coming year, while Trent notes the renewal question is open despite prior contracts for a fixed term. The board planning a future meeting to resolve renewal terms, with disagreements over five year expectations between Trent and the former board and book reps.

HAMFAX Aug 5 A German admiral, Kontre Scherder, recalls a baby girl named Veneta created by ship name Veneta during a 1890s Halifax harbor visit. After 26 years, he writes again aged 88, sending amber beads and a gallery necklace, tracing the Blakeleys through the German consul in Ballfax.
Two French aviators Maurice Hossi and Paul co. des depart New York in a Blériot monoplane Le Brix with 1770 gallons of fuel aiming to extend the nonstop distance record toward India or Persia. They planned a Great Circle route via Cape Sable and Sable Island, Europe bound, with potential detours toward Kareem India or Persia Russia or Africa.
Revival in the building trades in Charleston appears with plans for a complete remodeling and modernization of the five story Medical Arte building on Quarry Street. The project includes a new front, costs about 40000 dollars, and was authorized by a letter from Massachusetts Mutual Life Insurance Company Springfield. C D Poindexter of Hans Watts Realty is the local representative and manager of the insurer's real estate department. Walter F Martens, Charleston architect, prepared preliminary plans approved by the insurer.
In San Antonio, William A. Delingski, 29, described as an alleged kidnapper of Atlanta banker John Ottley Sr., was seized by Justice Department agent G. Parker and Master Sergeant J. Maloukis in a downtown crowd. He wore a light shirt and then fled toward a charity mission, with Atlanta police and local officers pursuing him after a tip from Ottley’s family. Delingski had traveled from Miami, Florida, heading for Texas and possibly a post office delivery under an assumed name.
Governor Kump established a central state purchasing agency replacing many small buying units. James A. Tierney of Weston was named to head the post. The executive order directs that after August 16 all purchases will be made by the director with broad powers over purchases sales leases and related matters. Existing purchasing positions are abolished except constitutional or statutory officers. A bill to create the purchasing department by law was proposed.
W G Given, state banking commissioner, was advised by Attorney General Homer A Holt that building and loan associations of West Virginia may invest funds in Home Owners' Loan Corporation bonds. The opinion says bonds are tax free and beneficial for state finance, boosting confidence and expanding the market. page 15, Part 1y.
St Johns Newfoundland reports the Italian air armada will be ready to take off for the Azores on Monday as the first leg of its return to Rome. Gen Italo Balbo leads a party of officers in a ceremony marking Sir Humphrey Gilbert’s Newfoundland claim for Queen Elizabeth. The day includes a luncheon hosted by Premier Alderice and the opening of a wireless station at Signal Hill where Marconi received the first transatlantic wireless message in 1901.
President Roosevelt moves toward nationwide peace by naming a three member board to arbitrate disputes and safeguard rights of operators and miners as the soft coal strike ends. Johnson says the plan creates a permanent code of fair competition and industrial relations with no status quo in collective bargaining.

Five youths, including Charles Marsh, were charged with a robbery at the Jarrett filling station in Mink Shotts after an overnight pursuit.
