FRANKFURT April 26 Communists trailed major parties as early returns from Germany's local elections showed in Hesse and Bavaria. In Hesse with over half counted the Communists had about 85 000 votes, Social Democrats led with 324 500, Christian Democrats 208 000 and Liberty Democrats 142 000. Bavaria results were due next day. Police reported quiet voting.
