Chanute residents report ivory spots and green shingles turning ivory after last week's heavy rain from tropical storm Carla. Insurance adjustors say reports span Missouri, Oklahoma, Texas. causes eyed include salt spray, acid contamination, or other chemical exposure.
Chester B. Stovall former Humboldt resident named city welfare director of St Louis by Mayor Raymond Tucker. He is the first Negro in a top city cabinet post here. A local humane association forms, seeking 30 members for a charter with a five dollar annual dues to fund animal welfare work. Co chairmen Lee Lasater and Pearl Hooker lead a membership drive.
Esther neared Cape Cod as the eye reportedly closed then reopened. Despite a slight drop in intensity the Weather Bureau warned it remained dangerous with 100 mph winds near the center. Evacuations and Red Cross shelters expanded across Massachusetts coastal areas.
The 18th annual Chanute Fall Festival begins its three day run at the Memorial Building with crops and garden entries already piling in. About 90 entries were received by noon, mainly corn, as judging for crops and foods is set for tomorrow morning with $300 in premiums. A carnival and street dance start tonight in municipal parking, with a free amateur event show tomorrow and a large parade planned for Saturday.
Two accidents damaged vehicles in the area. Henry Nelson, 73, of R1 and Don McCune, 61, of 217 S Rutter collided on North Forest near Main around 2 15 p m McCune drove a 1959 Buick and Nelson a 1955 Ford with hull damage estimated at 100 to 250 dollars. A 1959 Nash station wagon owned by Oscar Bell was hit at 9 E Elm around 5 15 p m causing about 65 dollars in damage. Roy Jarvis 70 of Parsons driving a 1961 Buick failed to clear the rear of the station wagon during a U turn with no damage listed to his vehicle.
Skies cleared across Kansas with milder temperatures though a new cold mass could trigger rain in the west and scattered snow in the east. Day temperatures ranged from 65 to 75 degrees with tonight’s lows from 40 to 60. Wednesday highs spanned 67 to 76 and overnight lows 44 to 70.
In New York today U S Secretary of State Dean Rusk and Soviet Foreign Minister Andrei Gromyko began cold war discussions aimed at a peaceful solution to the Berlin crisis. The lunch meeting at a midtown Manhattan hotel was attended by advisers including Adlai E Stevenson for the United States and Valerii A Zorin for the Soviet side.

A 23 month old girl Sandra Diane Martin of Picher drowned after wandering from relatives near a mill pond. A neighbor pulled her body from the pond and administered artificial respiration. she was the daughter of Mr and Mrs Bob Martin.
Buffalo man BUFFALO W T Swinney 87 died after a tractor started while he cranked it at his south Buffalo home. The tractor ran over him as neighbors stopped it and pulled him free. He died on arrival at Fredonia Hospital. Survived by wife Marguerite four daughters a son thirteen grandchildren and several great grandchildren. Campbell Funeral Home of Yates Center in charge of arrangements.
Oklahoma auto license tags will have a new look in 1963 with two letters and four numerals instead of all numerals. The prefix letters will indicate the county of issue, following a telephone system style and a design that suggests the issuing county name.
Mack Colt of Iola was named the new president of the Eastern Kansas Oil and Gas Association for the coming year at the annual meeting last night. Officers include George Lauder, R. L. Mendenhall Jr., Edd Noland, and Carl Pate, with about 300 members and guests present at the Country Club. A resolution opposing changes to state drilling pit regulations was adopted, and Carl Weiner II spoke on industry legislative proposals.
