Elmer A. Dobbs, longtime business manager of the Southeast Kansas Tuberculosis Hospital since April 1964, is named personnel officer of the Kansas Neurological Institute in Topeka effective Oct 1. He will reunite with his family in Topeka where his son and daughter attend Washburn University. Previously a lieutenant colonel in the U S Air Force, he recently served in Panama before coming to Chanute.
