Fidel Castro declared Cuba’s arms defensive and rejected limits on weapon buildup. He called the U.S. quarantine of Cuba an act of piracy while defying a U.N. inspection proposal amid U.S. charges of Soviet missile bases on the island.
A Coyle Oklahoma woman asks Tribune readers to help locate missing relatives once in Chanute. Peggy Howard from Clyde seeks Wayne Smith or a Smith with W initials, or Forest Smith, related to Solen and Etta Smith, who once ran a grain business and had an elevator near Chanute. Mrs. Smith gave the letter to The Tribune for reader assistance.
Harold Williams was chosen president of the Chanute Community Council for 1963 at the Memorial Building meeting. Glady Eaton becomes vice president and C A Wood treasurer. Elizabeth Pieper is vice president and Colleen Ikenberry secretary. the latter to be appointed by the Business and Professional Women later. Guest speaker was city manager R J Hayes. The annual Community Council dinner is set for Dec. 4.
A Chanute motorist, 53 year old Mrs V E Gericke, sustained a broken vertebra when her car ran off a county road near the old K39 US 75 junction west of Chanute. She walked a quarter mile to call for help, was picked up by ambulance and taken to Neosho Memorial Hospital.
The Community Facilities Administration announced an interest free loan of 1200 to Osage City Kansas to fund planning for improvements to the municipal sewage treatment plant.
Premier Khrushchev said the Soviet Union will not make reckless moves and will try to avert war. He told Bertrand Russell a summit could help discuss questions and reduce nuclear threat while criticizing the U S arms blockade of Cuba. He warned the crisis could escalate toward war.
A group of 11 small nations asks U Thant to intervene to head off a U S Soviet showdown in Cuba. They press for a standstill while diplomacy continues. Britain and Venezuela back the U S quarantine but warn against further Soviet missile expansion in Cuba.
Stanford provost Frederick E. Terman warned that the Midwest harbors an anti-intellectual climate hurting economic growth. He cited a postwar shift from advanced electronics in Chicago and the region to simpler products, noting a lack of investment in space, electronics, and computer research.

President Kennedy signed an omnibus flood control bill authorizing about 200 projects nationwide in flood control navigation and beach erosion. The bill, costing over 2.4 billion in federal expenditure plus local land and rights of way, authorizes construction but provides no funding. Funds will come through separate appropriation bills.
County officials remind voters about absentee options for the November 6 election. Out of state voters may obtain ballots from the county clerk by filing an application or through a precinct resident. Ballots are counted in home precincts after mailing back. Armed service members and dependents vote similarly. In state, voters away from home precinct may apply at any polling place and ballots are counted at residence. Ill or disabled voters may vote early by mail with a doctor signed affidavit.
The Tribune polled 12 local leaders and citizens who unanimously supported the US decision to block Cuba. They called for earlier action, believed war unlikely, and voiced concerns about Soviet bases and future tensions. Names include Mahlon Morley, Harry Johnson, and John Lapham.
City Clerk Howard Parsons reports only eight registrations over Monday and Tuesday nights as registration hours extend to 9 p.m. through Friday for the November 6 general election. The registration books close Friday.
An orientation meeting for nine new members was held by the Chanute JayCees at their club rooms last night. Present were past presidents Dale Stemple and Raymond Fried erich, honorary member Bill Brennan, Fort Scott director Ken Pearson, and five visitors from Parsons JayCees. New members named were Don Puckett Marvin Boatwright Mike DeBusk Leroy Phillips Roy Myers and Richard Tindel. Discussed were the Christmas lighting contest to be sponsored this year with Ray Christiansen chairing and a hayrack ride for JayCees and wives planned for November 3.
In Rome AP reports Lex Barker's Swiss wife Irene died Tuesday of a heart attack at about age 32. The actor and Irene had been married for several years and resided abroad.
The Chanute United Fund drive total rose to 8961 yesterday, aided by pledge returns from 100 percent contributing businesses. M L Morton reports 725 contributors averaging 12.36, with 2300 contributors overall last year averaging 10.61. new firms include Harrison Shoes and J C Penney store among others.
The forecast calls for mostly cloudy skies and continued cool conditions through Thursday. Tonight's low around 40 degrees with Thursday's high in the mid range.
The Hutchinson Kansas News was named among seven U S newspapers accepted as members by the Inter American Press Association directors. Ratification is expected today at the IAPA’s 18th general assembly meeting in Santiago Chile.
