Gov. George Docking warned that agency spending requests for the next fiscal year would need $17 million in additional revenue if approved as is. The total requests reach $370.2 million, up from $352.4 million last year, and exclude several proposed programs.
Three non injury traffic accidents were reported yesterday. At 3:15 p.m. near Senior High School James Caldwell and Linda Wiggans were involved when Caldwell opened his door as the Wiggans car approached injuring the bumper. At 4:30 p.m. Sandy Park backed up on Main colliding with Rosa LaRue at Grant and Main causing $25 and $150 damage respectively. At 8:30 p.m. Mrs Kenneth Pons bumped a parked 1960 Ford driven by Joe N Rogers at Royster Stadium, causing $75 damage to the Ford.
TOPEKA AP Temperatures rise today with highs near 70 in the southwest and 60s elsewhere. Continued warming forecast to bring 70s Saturday. Rain fell last night at Goodland. .09 inch moisture. skies cleared. no additional statewide rain expected through Saturday. Thursday highs ranged from 49 at Olathe to 68 at Garden City. lows from 36 at Emporia and Manhattan to 46 at Garden City.
State officials reported to Gov. Docking that the old Kansas Technical Institute in Topeka can be economically converted into a reception center for the penal system. The plan envisions a 30 day inmate stay for background evaluation, with staffing from local professionals and projected peak center population around 110.
Vice President Richard Nixon and Senator John Kennedy meet tonight for their fourth TV radio debate in New York. The one hour program airs at 8 p m CST on ABC NBC and CBS with Mutual Radio carrying the broadcast. A fifth debate remains under discussion but no firm plan is set.
The Health, Education and Welfare Department preliminarily approves plans and will grant 55 000 dollars for an addition to Gisell Memorial Hospital nursing home in Ransom Kaw. The total project cost is estimated at 110 000 dollars.
The 6.5 mile bypass around the southwest Topeka edge was dedicated and opened. The four lane road runs from the South Topeka turnpike to I 70 west of Topeka and carries the Interstate 470 designation.

The Interstate Commerce Commission authorized major rail rate increases to take effect next Sunday with partial suspensions on special service charges and fruit and vegetable hikes. The ICC allowed a $3 to $7.50 switching charge per car and required refunds if later deemed unreasonable.

Two men were killed and three children seriously injured in a crash on Kansas 61 three miles northeast of Pratt. Deceased were Lester B. Seyfert 44 of Cullison and William H. Klein 56 of Hutchinson Rt. 2. The children Rose Mary Suzanne and Edward aged 4 9 and 8 were riding in Seyfert’s car. The truck driver was Henry Eldredge of Hutchinson Rt. 3.
President Eisenhower rebuts claims America has declined to a second class power, calling such charges debasement of the truth. Kennedy supporters charge partisan timing in his San Francisco Commonwealth Club speech, while Hagerty says no request for free air time was made. Kennedy and Kent accuse the White House of political maneuvering as Eisenhower tours California.
County Clerk Marion Showalter reports rising absentee ballot interest for the general election. He cites 69 out-of-state applications and 17 requests from sick and disabled voters. Ballots must be received by November 7 to be counted. mail applications due by November 3.
Chicago AP report shows a 1863 Lincoln letter on White House stationery praising Joseph Hooker valued at 35000 in Cook County Probate Court estate inventory. The letter is part of Alfred W. Sterns 3.5 million estate, Stern died May 3 at 79, and left the document to the Library of Congress.
The Altoona Rural High School dedication service occurs Sunday at 2 p.m. The $275 000 bond financed building includes an auditorium gymnasium capacity 600 rooms for library music home economics science and more with James McColguides announcing the program. Ralph Stinson will speak assisted by local clergy.
In Chillicothe Missouri operators of corn picking machines from nine Midwest states began final testing at Ted Vanlandingham farm east of town. Twenty two competitors used one and two row machines in the National Mechanical Cornpicking contest.
Topeka police film drunken driving suspects at the time of arrest and plan to show the footage in court to boost conviction rates. Officers say the movies illustrate how the accused appeared during the arrest.
A car and a pickup were nearly demolished east of the Neosho River bridge on highway K39 around 6 p.m. yesterday. Drivers identified were John H. King and Eric R. Bennett, with Bennett in a 1957 Chevrolet and King in a 1941 Chevrolet pickup. King left the scene then returned home uninjured.
The Defense Department announced an 8000 man draft for the Army in December. Inductees will report between December 1 and 9, with Christmas holidays furloughs. The total draftees since September 1950 rises to 2,571,930.
Attorney General John Anderson, Republican candidate for governor, arrived by air around 10 a.m. for campaign visits in Chanute and Erie. He attended a noon luncheon in Erie and will speak at a county wide rally and dinner at the National Guard armory at 5 30 p m today.
