Ehrlichman says Nixon is very turned on by plans to reorganize the federal bureaucracy. He cites expected functional reforms and greater management focus as the White House pursues more efficient government during 1973.
AP reports that a group of about 24 of up to 500 Indians who occupied the Bureau of Indian Affairs building in Washington since Thursday have left, claiming victory. Trail of Broken Treaties leader Russell Means and Dennis Banks of the American Indian Movement spoke of changing history and symbolized red power.
Joe Klauder and Bob Halbeisen, both 18, travel from California to New Jersey on bicycle by choosing transstate routes for authentic experiences. Their Chanute stop included a Tribune tour and help from local residents as they push toward home by Thanksgiving.

In Oregon Josephine County a woman reporting a skunk spray delays absentee voting while in Florida Cape Kennedy hosts Indian art Eskimo high school students watching a Canadian satellite launch. A Delta rocket will lift the 600 pound satellite to a 22 300 mile high orbit to expand northern Canadian communications.
A relief Mexicana de Aviacion Boeing 727 carried 82 passengers and seven crew home from Havana after their hijacked plane leaked oil. Five hijackers and a $320,000 ransom were noted, with six suspected bank robbers surrendered by the Mexican government. Cuban officials gave no decision on the hijackers. The relief plane left at 11:15 p m with an extra crew to escort the other aircraft.
AP reports seventeen American service members were killed in action in Vietnam last week with two nonhostile deaths and two wounded. The largest toll in a month resulted from a helicopter shot down on Oct 31, while bombing halt changes pushed more air strikes into Laos in support of government forces.
The United States told North Vietnam that the present buildup of U S forces in South Vietnam is matched by a parallel Communist buildup and will continue until a peace agreement is signed. Ambassador William J Porter praised North Vietnam for the seriousness of purpose in negotiating the draft pact while South Vietnamese and Viet Cong delegates renewed charges and countercharges.
President Nixon plans a broad reshuffle of the executive branch with Cabinet members in focus as he meets aides in Florida. He asked for stand-by resignations from all appointees and aims for economy and efficiency in his second administration. Housing Secretary Romney and Defense Secretary Laird are seen as likely to depart.
Sen. Edward M. Kennedy and Gov. George C. Wallace vow to push a broader Democratic party in the years ahead after George McGovern's defeat. On the GOP side Sen. Edward W. Brooke says he will consider a 1976 bid and says Agnew is not the heir apparent to GOP leadership.
