The Pentagon signaled a widening of bombing targets in North Vietnam. U.S. planes will hit industrial plants supporting the enemy’s war effort as part of expanded allied actions.
President Nixon and Soviet leaders produced their first Moscow summit accords, signaling joint action against disease and environmental pollution. Soviet spokesman Leonid Zamyatin described a frank, businesslike atmosphere amid broader international strains including Vietnam. The two initial agreements commit American Soviet cooperation in health and pollution, with signatures by Nixon Podgorny and Rogers Petrovsky.
Hawaii signs a measure creating a transportation control commission to study caps on cars planes and ships bringing people to the islands with final authority on limits resting with the legislature. Officials note traffic jams shoreline blight and a rising population as motivations.

Governor Docking called the rate fantastic as it cuts interest costs by about 3.76 million compared with a 5.5 percent maximum. Salomon Brothers and Associates of New York won the bid. other bidders included Halsey Stuart & Co. First Boston Corp. and Lehman Brothers.

Hillsborough County Environmental Protection Commission told Potashnick Dredging Co to stop nighttime dredging near Palm River Bridge and reduce noise during the day after a local dog breeder complained his wife was distressed and two litters were lost. The board urged immediate action to curb noise.
George A. Critchett, 91, national commander in chief of the California United Spanish War Veterans, recalled Civil War hardtack in a Monday reminiscence during a California convention. Thirteen veterans of the 1898 conflict attend with 200 relatives and other veterans.
Jane Hart wife of Senator Philip A Hart writes the IRS that she will not make further income tax payments as a protest against the Vietnam War. The Detroit heiress cites readiness to accept any sanctions and omits a $6,200 estimated tax payment in her May filing.
The Associated Press reports Sen George McGovern aims for a doubleheader victory in Rhode Island and Oregon to gain momentum for a California showdown with Sen Hubert H Humphrey. Rhode Island turnout was sparse as McGovern led an eight candidate field for 22 delegates while Humphrey and Sen Edmund Muskie remained his top rivals.
Two hundred Roman Catholic housewives protested an IRA execution in Londonderry Bogside. They marched on an IRA headquarters scuffling with guerrillas and threatening to open barricades to British troops, sharpening factional rivalry and endangering Republican control.
Valerie Mitchell testified as a defense witness saying Angela Davis exclaimed Oh no when she learned the guns may have been used in a bloody courthouse shooting. The defense argues Miss Davis had no knowledge of how the guns were used as she faces murder kidnap and conspiracy charges relating to the August 7 1970 shooting.
Sen. Harrison A. Williams Jr. said a mine safety regulation requiring two escape routes was violated. He noted miners at the 3,700-foot level had two escapes, but workers below that level did not.
