President Nixon, citing a risk of nationwide disruption, blocks for 60 days the threat of strikes in two railroad labor disputes by appointing emergency boards under the National Railway Labor Act. One case involves about 6,000 AFL CIO Sheet Metal Workers in repair shops across U S rail lines.
In Leavenworth Kansas the U S Penitentiary restored work for most inmates after a Thursday stoppage by 160 prisoners who demanded changes. Warden C E Harris said those 160 remained in their cells for now as officials interviewed them, while the rest of the 1700 inmates returned to jobs without incident.
A one car crash on US 59 south of Erie caused $2200 damage to property at the W L Pontious farm and $1000 damage to a 1964 Oldsmobile driven by Robert L Creekkiller 25 of Parsons. Creekkiller was charged with driving while intoxicated and careless driving. bond posted $150. trial set April 10 in Chanute City Court.
United States crime rose 6 percent in 1971 per Justice Department figures, with large cities up 2 percent and suburbs and rural areas up 11 and 10 percent respectively. Murder and related violent crimes up 10 percent, armed robbery up 16 percent, larceny and auto theft each up 2 percent. Northeast led with a 10 percent increase. West 8 percent. South 4 percent. North Central 3 percent.
A panel of three federal judges issued a plan creating 40 single member Kansas Senate districts. It divides Sedgwick six districts Wyandotte four including Leavenworth, Johnson four, Shawnee three with part of Jefferson. Plan takes effect April 1 1972 and lasts until a constitutional plan is enacted. State Board of Education districts tie to Senate districts. the secretary of state will notify county clerks for the upcoming primary.
Kan sas Highway Director John D. Montgomery announced license applications for outdoor advertising along interstates and state highways will be available after May 1. The billboard control law, enacted in 1972 to comply with federal highway beautification rules, took effect today though implementing regulations remain to be written and approved by the Highway Commission and Atty. Gen. Vern Miller.
Al Guiot, parks and recreation superintendent, ends tenure in Chanute today after starting in December 1969. He will assume a similar role in Marshalltown, Iowa, on April 1, leaving a vacancy and a wave of new applicants to be interviewed next week. Clem Keller will continue park supervision under the city manager. The Highway Advertising Control Act of 1972 requires licenses for outdoor advertising along rural highways, with forms obtainable from the state Highway Commission or city offices within municipal boundaries.

Gary Wikel of 1817 S Highland Chanute was burned in a bathroom fire at 6 30 p m caused by washing oily clothes in gasoline. He received first and second degree burns on his arms at Neosho Memorial Hospital and was released. The blaze spread through a window and caused smoke damage throughout the house.
A federal judge in Kansas City fined Doris F. McCoy 750 and gave three years probation after she was convicted for failing to report about 20 000 dollars of income claimed from prostitution in 1968. She said she would obey the terms and may continue work as an entertainer.
Belfast reports William Whitelaw began his new assignment as Britain’s minister for Northern Ireland with a bid to end strife between Protestant and Catholic factions amid rising tension. He arrived from London as Easter weekend looms. Easter Parade
Two women, Virginia Barnes and Pauline Blackburn, filed sex discrimination complaints with the EEOC against Watkins Motor Lines Inc. of Lakeland after a company rule barred single women from long distance hauls with male drivers. Barnes, 35, pursued a truck career since youth and says she was given a chance then denied again.
The Army seeks 99 million dollars in the next budget to permanently replace soldiers with civilian kitchen police. House Appropriations Committee members doubt the plan and argue funds could be spent elsewhere. The proposal is part of the push for an all volunteer force.
Americans planning trips abroad after July 1 must file a special report with the Customs Bureau if carrying more than $5,000 in currency or checks out of the United States. The Treasury will post signs at customs points to inform travelers and explained the rule under a 1970 law to detect secret foreign bank account crime.
