New Federal Withholding Shift May Hit 1964 Taxpayers Hard

The new withholding rates, effective May 5, 1964, undo the final tax cut in part by keeping 1964 funds at 1965 levels. Taxpayers may face smaller refunds, or owe more than in 1963, as the two stage reductions reduce final rates but withholding in 1964 isn’t fully aligned. Examples show how a single earner at $100 weekly could owe $72.10 in 1964 versus $23.60 in 1963, while a married one with a child could see a small refund drop.
