Washington window Governors' gathering frustrates seekers of unity

Governors at the National Governors Conference in New Orleans offered a study in frustration as they failed to unify on energy policy. The 67th annual session showed regional divides over offshore drilling, with Edwards pushing for exploitation while most opposed. A voluntary conservation stance emerged as the lone action. Maine's James Longley quipped that only the waiters accomplished anything.

Utilities face capital shortage limits future power growth

The Edison Electric Institute reports that lack of capital for expansion, not raw materials, is the main constraint on U S utilities. Over 25 years they may need about 750 billion dollars, with 460 to 520 billion from markets and over 100 billion from new stock, unless internal funds rise. The study urges rate reform, broader automatic clauses, faster hearings, tax breaks, and higher depreciation to improve earnings and access to capital.
