Editorial argues urban needs pushed by rural legislatures. It notes 16 states since 1966 created housing programs with Connecticut as a key example. Connecticut authorized 43.5 million dollars in revenue bonds for urban renewal housing, planning, slum clearance and non profit housing aid. It also offers tax waiver reimbursements to cities for private low income housing to lower rents. The piece urges Kansas to boost state efforts rather than rely on federal aid.
