Exemption Rule Stands in Service Death Civil Suit
A federal judge in Providence upheld a 1950 doctrine barring government liability for injuries to servicemen, ruling the mother of Howard H. James Jr. cannot sue the federal government for his 1969 beating death at Quonset Naval Air Station. The decision reflects limits on modern revisions of sovereign immunity and prompts critique of justice.
