Union Head Indicts Kennedy Rail Plan
Roy E. Davidson, head of the Brotherhood of Locomotive Engineers, testifies against President Kennedy's plan to settle a nationwide rail strike by ICC arbitration. He warns he could lose his job for endorsing the proposal, calling it unfair to labor and biased toward management. Senate and House committees push ahead with hearings as unions resist, noting 32,500 firemen positions at stake and urging negotiated settlement rather than arbitration.
