City commissioners, on June 28, authorized a two year program to overlay and repair 70 blocks at a cost initially set at $130000. The revised estimate rose to $137000 with administration costs. Work could begin within two weeks funded by last year’s leftovers and general obligation bonds.
Chanute's Public Works and Utilities Complex on East 14th Street will not be occupied by city forces until construction and workmanship deficiencies are corrected. The $512,000 project faces concerns over sewer construction and masonry workmanship, with city manager Bob Bunting noting resolution is needed between the city, architect and contractor before acceptance and payments. He plans a meeting with contractor and architects next week to resolve the issues.
In June the city building inspector issued 31 permits with a total value of 281 106. The largest project was the 178 000 Ranz Motor Co dealership and service garage at West Cherry and Plummer. Two new homes started on Hillside Drive and Western totaling 54 800. Remodeling and repairs accounted for 12 permits totaling 38 821 with additional permits for sidewalks carports demolitions garages storage sheds driveways roofs and porches.
The Chanute warrant register shows 320334.69 spent in the past week with the electric utility leading at 96279.57. Cities Service Gas Co. supplied gas for power totaling 72621.26, ranking fifth with 43781.49 in expenses. Public copies of the weekly warrants are available in the city clerk’s office at no cost.

The samples analyzed indicate an average test weight of 60.7 pounds per bushel, below last year’s 61.2 and the 10 year average of 61.6. Moisture averages 12.4 percent versus 13 percent a year ago. About 54 percent of the new crop grades No 1, slightly below last year.
The Kansas Wheat Quality Council Research Study announced its third test in 1977 wheat harvest, aiming to examine about 9,000 cars and include data from nearly every Kansas county. Test weight protein content grade and defect determinations were made by the Kansas Grain Inspection Department with data summarized by county of origin and funded by the Kansas Wheat Commission.
A Kansas Department of Education report shows district budgets rising 46 percent since 1972 73, while statewide enrollment fell 8 percent. CPI inflation rose 37 percent in the period. The increase totals $163.8 million since the start of the district equalization program aiding poorer districts.
Weather area forecast calls for hot and humid conditions this weekend with highs in the 90s northeast to near 100 in the west. Tonight’s lows will be in the 70s.
Kansas moves its first comprehensive energy conservation plan toward final approval by the Federal Energy Administration. Acting energy director Robert Robel said the plan aims to cut state energy consumption by six percent by 1980 and should gain clearance by the end of the week.
FEA officials say they find no major problems with Kansas conservation plan but require minor technical changes and an environmental impact assessment before adoption. The review should show beneficial effects from reduced energy use and pollution as the governor aims to name a permanent Kansas Energy Office director within about 10 days.
The Neosho Valley Historical Society seeks $30,000 in matching funds from a charitable trust to restore the 1870s Bailey Bank building on Main and Highland as a museum. The project may exceed $100,000 and includes brick and stone work, a community room, and modern utilities. Contributions are tax deductible.
