Penal Reform Law in Kansas Faces Two-Year Wait
The Kansas penal reform act creates a Department of Corrections led by a secretary, a unified system of corrections, and a five member Kansas Adult Authority to supervise parole. It sets staffing, training, halfway houses, and a citizen advisory board, with rehabilitation emphasized over punishment. The act becomes effective July 1, 1974.

Unknown House challenges Pearson in Kansas Senate race
Harlan Dale House, 29, a Sherman County farmer from Edson in northwest Kansas, files to run in the August Republican primary against Sen. James Pearson. He funds his campaign personally, limits contributions to 10 dollars, and calls for higher wheat prices linked to the U.S. balance of payments. House favors broader foreign trade and opposes heavy government farm subsidies while supporting a two term limit. He prefers western Kansas to Washington and says the party has discouraged fresh faces, yet aims to persuade voters with his anti establishment stance.
