Ralph Rhea a 19 year old Navy recruit from Urbancrest Ohio arrived with a group of Marine recruits. A Marine bus met them and a shout called the recruits to fall in. Rhea wore a Navy jacket and was sent back after explaining the Navy marking.
The Senate unanimously approved a 15.6 billion ten year program to modernize and expand the U S airport system. Most funds would come from new cargo and passenger taxes, and the measure goes to conference with the House to resolve differences with last year’s approval.
Washington AP reports farmer registrations in the 1970 feed grain program trail 1969 levels after three weeks of a seven week signup. By week three, 522,110 farms enrolled, 86 percent of the 604,675 signed last year. Diversions encompass 11,541,692 acres, 79 percent of the prior total. Wheat and cotton signups also lag behind last year as of mid February.
London AP reports the United States Britain and France sent notes to the Soviet Union proposing a time and place for new Big Four talks to ease West Berlin's situation. All four governments agree in principle to hold a conference. specifics remain to be settled.
The Kienast quintuplets were removed from special oxygen-enriched air and their doctor said he is guardedly optimistic about their survival. Dr Stanley James reported the three girls and two boys are in satisfactory condition breathing ordinary air. Their mother Margaret is in good condition after a six week preterm birth at Columbia Presbyterian Babies Hospital.
A federal state conference urged FP&L to prove it will not harm Biscayne Bay aquatic life before the Turkey Point nuclear plant can operate. The plan to cool water to 95 degrees by releasing it through a six mile canal to Card Sound was rejected. FP&L has 60 days to present a new engineering plan guaranteeing environmental protection.
California National Guardsmen activated by Gov Reagan. About 300 guardsmen moved in to reinforce local officers amid a four day campus city clash with demonstrators. Police reported 25 to 50 arrests and minor injuries to four officers and three protesters as activity tapered.
The North Carolina Social Services Board reversed its position and ruled welfare recipients can own color television sets. Three Winston-Salem residents whose benefits were halted for owning such sets won a court case to resume payments. Two inherited their sets and one won his in a grocery store raffle.
President Nixon unveils a long range program to prevent rail and airline strikes by revamping the Railway Labor Act and creating a new framework. An 80 day cooling off period would precede three options including extended cooling, partial operation, or a six month partial strike authorization.
