Kansas wheat farmers warn that the crop is too weak to survive gusty winds expected in March. Authorities say rain has been scarce since November and drought may rival the 1956 drought, with western fields suffering the most.
A Kansas House committee voted to introduce a bill altering how water contracts are reviewed, allowing the full session to reject or approve and to propose changes. The plan seeks a substitute contract from the Water Resources Board if needed, to address conflicts of interest in the Wolf Creek agreement. The move comes amid Attorney General Schneider's declaration that the current sale of 484 billion gallons to the nuclear plant is unenforceable.
Chanute city commissioners adopt a plan to make the sanitation department self sustaining. Residential rates rise from $2 to $3 monthly and commercial rates increase about 35 percent. A hardship reduction system may be developed later to aid elderly, disabled, or small households, with applications and proof required by customers.
