Donald Peterson, 28, an escapee from a Kansas mental hospital, surrendered with his wife Patricia Ann, 20, at Berkeley police after a 12 hour manhunt. Peterson is jailed on kidnapping charges with separate holds from Kansas authorities for escape and car theft and San Francisco police for a suspected supermarket robbery.
Recife reports Brazil returns the Santa Maria to Portugal after Captain Henrique Galvao and 21 rebels are quartered in a police barracks. The group sought asylum in Brazil while criticizing Brazil for breaking a prior agreement to keep the ship under the Brazilian flag. Officials note only about 30 rebels aboard and plan to fundraise as they await future steps and possible asylum.
Kansas City to Washington D C. for FPC hearing on natural gas rate proposals affecting Chanute. Williams, Kansas Missouri city group rep, helped negotiate a settlement with Cities Service Gas Co. reducing the proposed rate increase about half. Hearing begins Monday with duration undecided.
Richard W. Rice, 37, of Winfield, was killed in a one car accident at the edge of Mulvane on K15 early today. He died at the scene and authorities investigated the collision.
In Kansas City two youths were killed when their car plunged into an excavation during a police chase from Prairie Village Kansas. The victims were Thomas Talbot 20 the driver and David MacDonald 17 both residents of Kansas City.
Four killed and 32 injured in a collision on an icy highway west of Rock Springs Wyoming. The car driven by Joe Wiemer collided with a truck after skidding while attempting to pass two buses carrying chemical plant workers from Green River. Dead were Rock Springs residents John Bucho 43 and two women passengers Mrs Ralph Gilpin 44 and Mrs Andy Lagerski 30. Remaining 21 in hospital with two in critical condition.
Fresno California AP reports a public auction next Friday by the state division of highways offering a fire station without its engines. The building sits in the right of way of a planned freeway extension and buyers must cover moving costs. The sale includes two brass poles but no fire trucks.
A two storm blizzard merged near New York, dumping up to two feet of snow across New England and causing airport closures and travel disruption. The system expanded to Boston and northern regions, contributing to at least 38 deaths nationwide. Subfreezing temps persisted in New York City as 11,000 workers tackled streets and airports like Idlewild and LaGuardia.
Approximately half the students at Hutton and Murray Hill elementary schools take hot lunches. At Hutton in its third year about 62 percent of grades one through six participate, averaging 180 meals daily. Murray Hill, in its first year, averages 142 lunches or about 39 percent. TOPEKA AP Snow started in southwest and south central Kansas and is expected to spread across the state today and tonight with heavy snow south of a line from Dodge City to Wichita. Wichita reports moderate snow with light falls elsewhere. Forecasters predict four inches or more south of the line and one to two inches elsewhere.

JOPLIN Mo AP The Army Signal Corps awarded a 1.2 million contract to the Couples Division of Eagle-Pitcher in Joplin to develop build and test wet batteries for military use.
The Kennedy administration launches a Monday drive to pass antirecession legislation led by an unemployment extension of up to 13 weeks. House Ways and Means chair Wilbur Mills will introduce the extension and a child benefits measure. Hearings are set for Feb. 15 with bipartisan support expected. cost could reach 950 million dollars, funded by a payroll tax base increase from 3000 to 4800 dollars per employee.
President Kennedy ordered an ahead of schedule release of federal highway aid totaling 18.9 million for Missouri and 9.0 million for Kansas. Nationwide, 724 million will be pumped into circulation to speed up the highway program.
Police investigated a non injury crash at Chestnut and Steuben around 7 20 a m involving Bob Uden 29 of 517 N Steuben and highway patrol Trooper Duane Houck 30 of 728 S Grant. Surgeons implanted two electrodes and a internal power pack to drive a steady 60 beat per minute, restoring vision and warmth as Miller passed treadmill testing.
