U.S. Open to Viet Cong in Vietnam Peace Talks

Some officials fear North Vietnam could bring a Viet Cong delegation to a conference and challenge Washington. This follows a U.N. appeal by Ambassador Goldberg urging the secretary general to pursue talks.
