Kenny McNees 19 died in a Hutchinson hospital after a Monday motorcycle crash. He was unconscious 27 hours following the collision at a street intersection and thrown against a parked road grader blade, suffering a fractured skull.
Gov. John Anderson appointed Charles N. Briggs of Fort Scott, a Republican, as a Bourbon County House member. Briggs will replace James Cowan of Fort Scott, who resigned from the post.
A rapid warm up across Kansas is forecast to raise afternoon highs into the upper 40s to near 50 by Thursday. Overnight lows will range from the teens east to 20s west with clear to partly cloudy skies through Thursday. A cold front moves in later in the week, but not immediately.
New Delhi reports say Indian troops completed the seizure of Goa enclaves Damao and Diu and captured Belgaum region after a 36 hour blitz. Nehru asserts 14 years of talks with Portugal failed and liberation proves public support, while UN debates proceed and Western nations condemn the action.

Addison Meschke announced bid openings in Kansas City for 3.4 miles of grading on a county highway in Neosho County and for highway projects in five other Kansas counties. Bids for Chanute work were opened December 5 but rejected by the State Highway Commission without stated reason. Major projects include 0.3 mile of grading on US 50 in Lyon County and 29.9 miles of signing and delineation on Interstate 35 in Johnson County. Other bids to be opened in Douglas Johnson Osage and Wyandotte Counties.
West Palm Beach reports that Joseph P Kennedy still recovering from a stroke with partial paralysis but is improved since yesterday. The elder Kennedy is in St Marys Hospital as President Kennedy and Jacqueline visit and discuss a Macmillan conference. Doctors warn 24 to 48 hours needed for clearer prognosis.
Newburgh city officials urge state and national legislative fixes after the State Supreme Court voided 12 of 13 points in the city welfare code. Only monthly reporting by able bodied relief recipients remains valid, amid controversy over eligibility rules and welfare costs.

Mr and Mrs Isaac Tripp III vacationed in Canada with friends and three children when a ski safety release failed on Mrs Tripp s ski causing a broken right leg at St Jovite. Her husband then suffered the same injury on the same slope. They returned to Cleveland by plane.
Kansas Farmers Union supports a drive to build a new American Royal Livestock and Horse Show facility in Kansas City. Harry Darby, chairman of the Royal board, said the KFU will provide financial assistance as well.
The Cecil J. Meeker post VFW held its annual family Christmas party at the VFW rooms 27 W Main. About 800 persons attended the dinner where 250 pounds of turkey were served. Santa handed out candy and fruit to the children.
