Van Sickle said if the Kansas Supreme Court upholds a constitutional amendment removing the treasurer from the constitution the legislature will decide whether the office becomes elective or appointive. He urged keeping the office elective with added duties and a four year term, and outlined proposals to improve handling of state funds and investment strategies.
