Henry Kissinger and Le Duc Tho opened the fourth secret peace talks in a Gif-sur-Yvette villa. Subcommittees discussed details ahead of a possible Paris accord as Chou En-lai hinted an agreement could be signed within days.
President Nguyen Van Thieu proposed a Christmas peace package offering a cease-fire and release of all prisoners of war in exchange for talks. The Viet Cong rejected the plan, calling Thieu a major obstacle to peace and stating the need for a correct peaceful solution.
Former president Harry S. Truman, 88, remained serious in a week long battle with lung congestion and related complications at Research Hospital. A spokesman said vital signs were unstable overnight with increased respiration and pulse, though blood pressure stayed normal, and doctors cautioned the condition could persist for an indefinite time.
