Dr. Paul S Nadler of Rutgers University outlined stages of a business slump in simple terms at a businessmen's gathering in Joplin Missouri. He said a neighbor losing a job signals a recession and losing your own job signals a low mood, while a spouse losing a job signals panic.
University of Michigan researchers report consumer sentiment near recession levels after a 16 percent drop since February. They warn tax relief, inflation, unemployment, and Vietnam news could curb demand for cars and durable goods and reduce spending on leisure and recreation.
Trans World Airlines announced Christmas Day training for 747 crews at a former SAC base in Salina Kansas. The carrier will ferry 342 passengers per ship and take delivery of 10 jets in 1970. It plans 70 three man flight crews by June 15 with four hour flights two at the controls and two observers.
Sen. Bob Dole announced an amendment to the Senate tax reform bill preserving a tax break for independent oil producers on intangible drilling and development costs. He called it a victory for independent producers and Kansas's oil economy, noting small producers benefit most and that the industry sustains about 28,000 jobs in Kansas.
A Kansas Health Department spokesman criticized water plants for poor training and questioned their effectiveness. Dr Melvin Gray warned oil and gas brine threats to Kansas waters. A federal official urged shared responsibility to improve the environment. John Noon Jr. noted urban air pollution from cars and industry must be controlled at the source.
A one ton container leaked the nerve agent BG at Dugway Proving Ground Utah. About 300 people were evacuated as specialists sprayed the ground to render the agent harmless. Earlier in 1968 an aerial spray released GB near Skull Valley killed 6400 sheep and officials later disclosed a damaged filling plug caused a small leak.
Secretary General U Thant urged U N members to provide financial support for a World Youth Conference planned for next summer in connection with the U Ns 25th anniversary. He called the event an unprecedented experiment and among the most important activities tied to the anniversary, with an estimated cost of about 700000 dollars, roughly 1000 dollars per anticipated attendee.
Senate moves tax reform to conference with House rivals. 69 22 vote supports a 15 percent rise in Social Security benefits and higher personal exemptions while House versions differ. Conferees face heavy task reconciling bills and avoiding a veto fight, as costs and deficits loom.
Apollo 12 commander Charles Conrad Jr and lunar module pilot Alan Bean say moon tasks can be done efficiently with limited fatigue. They report two fourhour moonwalks, a ninehour surface workday future, and that automatic landing precision could be improved with minor changes. Mrs. James Daggett and her infant daughter Amy Renee are reported safe at Neosho Memorial Hospital after an emergency roadside birth southeast of town. Sister in law Mrs. Guy Renfro assisted in the delivery as the car neared the Shaw River bridge. The girl weighed six pounds four ounces. paternal grandparents are Mr. and Mrs. Roy Daggett.

The Kansas State Board of Education in Topeka endorsed in principle using income taxes to fund part of educational costs. It authorized staff to continue developing a finance plan while withholding final approval on the full package. A unification program to reduce duplication among junior colleges and area vocational schools was also reviewed, with the plan centering on a 100 percent income tax proposal.
Over 60 Chanute families will receive Christmas baskets from local groups including the American Legion VFW Elks churches and school and hospital groups. The effort expands as more names are added with aid expected to cover all known cases. The plan also discusses state surtax and school funding proposals affecting property taxes and district levies in Kansas.
A public hearing is set for Jan 5 in St. Paul on a U S Neighborhood Development Program grant request. The plan covers north of highway K57 to East and Central streets and downtown, with first year spending of 145000 for buying and clearing seven business district buildings.

President Nixon met with wives of POWs and MIAs and urged Hanoi to improve prisoner treatment before any broad war settlement.
