The Labor Department reports cost of living up four tenths of one percent in July, with average weekly earnings up eight tenths, boosting buying power by four tenths. Food prices jump one percent, while nonfood goods rise little or fall. Average weekly earnings reach 136.47 dollars.

The move shifts tax burden to personal property and would raise Topeka mill levies from 105 to about 125 with a net 10.7 percent property tax cut for city residents.
