The Public Health Service granted a license to manufacture an oral polio vaccine for type I. Surgeon General Luther L. Terry emphasized the vaccine protects only type I and urged continued use of the Salk vaccine for protection against all three types. Type I accounts for 60 to 70 percent of recent paralytic polio cases.

He served 17 years as clerk of the state Supreme Court and has long been active in Republican politics, once declaring candidacies for lieutenant governor, U.S. Senate and state printer.
