After a two month dry spell Chanute records 4 inches of rain with cooler highs. Thayer notes 3.3 inches in under an hour. Officials say rain helps late season sorghum and soybeans while unirrigated corn remains largely damaged. Other cities report 2.55 to 0.01 inches.
Indications rise that Secretary Kissinger will restart shuttle diplomacy as peace talks between Israel and Egypt near a breakthrough. He plans to fly to Birmingham after addressing agriculture experts and then head to Vail. A Cairo paper says his next moves may include Syria Saudi Arabia and Jordan as part of a region wide effort.
Governor Bennett announced a plan to reduce state voices by trimming memberships in about 900 organizations and cutting costs. He said the state spends over 300000 annually on these memberships and travel for executives, noting conflicting positions undermine Kansas policy. He seeks agency breakdowns of costs before revising the budget.
Thayer City Marshal Fred Doty said the new dog ordinance allows him to shoot any dog that bites a person. Barbara Unruh criticized him after he shot her six month old dog Zachary on August fifth. Unruh and her husband were cited for dog control violations and say Doty claimed the dog had bitten them as he and two others pursued it. Doty said the dog had bitten three people including himself.
Neosho County Commission formally adopts the 1976 budget with a 21.20 mill levy up 3.61 from 1975. Total assessed value rises by over 1.8 million and ASCS and SCS agreements fund erosion work and the 1976 SCS budget.

State Sen. Dale Hudson and Rep. Fred Harris plan enabling legislation to grant SRS authority to sell the Southeast Kansas Tuberculosis Hospital. A Chanute meeting with city officials, PRIDE, Jaycees, the Chamber, and USD 413 discussed possible uses but no proposal emerged.
