Rusk Urges Senate To Ratify Test Ban
Secretary of State Dean Rusk urged the Senate to ratify the limited nuclear test ban pact, saying it would slow the arms race without harming U S security. He testified before the Senate Foreign Relations Committee as the Kennedy administration pushed for approval of the U S British Soviet agreement to outlaw all nuclear explosions except underground tests. Rusk defended the treaty against possible objections, stressed nonrecognition of East German regime, and argued the accord could deter spread of atomic weapons while reducing radioactive pollution. He noted the United States and Soviet Union already possess enough power to inflict massive destruction but that greater armament has not increased security. If violated, the treaty could be detected and testing resumed in all environments. The plan includes questions for Joint Chiefs, AEC, and CIA later this week. President Kennedy and Rusk planned White House talks with Defense Secretary McNamara. Khrushchev reportedly desires talks to ease European tensions.
