Senate hearing Turner faces requests to identify 185 researchers and 80 institutions tied to decades of CIA mind and behavior experiments on humans. Turner says no current experiments and cites moral risks of exposing individuals and reputations.
NORML Kansas coordinator says Carter call to end federal penalties for small marijuana amounts may aid a state bill but outcome hinges on two Senate votes. Gov Bennett supports penalties review but not full decriminalization. House had passed a stricter Kansas bill, pending in Senate committee. Carter seeks federal decriminalization for possession up to an ounce.
NASA announced two Voyager spacecraft prepared to study Jupiter Saturn and possibly Uranus and Neptune. Launches are set for Aug 20 and Sept 1 from Cape Canaveral with missions lasting a decade, offering close views of inner Jovian satellites and Saturn’s rings and icy moons. Voyager 1 will approach Jupiter March 5 1979 then Saturn November 12 1980. Voyager 2 launches first and visits Jupiter July 10 1979 and Saturn August 27 1981 and may reach Uranus in 1986 and Neptune thereafter.
Senate and House leaders reach a compromise air pollution bill to assure passage and prevent Detroit auto plants from closing. The measure extends 1977 vehicle exhaust standards for two years and tightens them in 1980 1981 while expanding city deadlines for air quality and allowing limited variances for industries. Senate critic Jake Gann voiced displeasure but did not signal another filibuster.
Neosho County Fair continues with horse pulling and swine judging while Allen County 4-H prepares for its fair with dog shows and tractor pulling. Erie council sets 1978 budget at 953164.66 with a mill levy slight drop and approves a new police car and layered ordinances on taverns roofs and a Reserve Police Unit.
