Six to eight students have been dropped from the rolls under a strict absentee policy approved by USD 413 on April 5. Principal Miles Rickart says the tough approach targets the marginal truants and has prompted improved attendance, with due process followed for each case.
Missouri Public Service Commission chair A Robert Pierce Jr proposed an 11 percent annual rate increase for Kansas City Power and Light, about half of the company's request, while denying ratepayer funds for Wolf Creek nuclear plant. The five member panel planned a post noon vote on the proposal. The order allows some increased revenues to be used for the LaCygne and latan coal plants, but not for Wolf Creek pending NRC review. A customer survey on consumption was ordered before further increases, with some commissioners opposing use of ratepayer funds for LaCygne and questioning the Satan plant justification.
Senate President Ross Doyen predicted no death penalty bill would pass the 1976 Legislature. He cited House Senate disagreement as the cause for both death penalty bills dying at adjournment.
A study for the electric utility industry by Dr. Lewis Perl shows central states face higher electric bill increases from proposed Clean Air Act rules than the Northeast or other regions. The 15 year cost per household ranges from 2625 dollars in Texas to 39 dollars in the Northeast, driven by coal costs and coal fired capacity.
In Topeka the House debated a Senate passed bill that would cut salaries for officials and judges while preserving Gov. Bennett’s plan for civil service raises totaling about 12.2 million dollars. The proposal would guarantee 5 percent raises for lower grade civil service employees.
Secretary Earl L. Butz proclaims a 62.2 million acre wheat allotment for 1977, up from 61.6 million in 1976. Glen Neely says Kansas would receive about 12,250,000 acres if its share matches the national percentage. The allotment guides payments to growers if prices fall or in disasters and does not restrict planting.

The travelers praised Chanute for its kindness and planned to leave after a restful night.
UPI reports that Agriculture Department FAS experts forecast world grain reserves ending the year near 97 to 100 million tons, a postwar low. The drop driven by Soviet purchases may cut wheat stocks and shift U.S. share to about 31 million tons, with ongoing Soviet buying and future deals possible.
Washington officials announce Gulf Coast salt domes will store millions of barrels as the first phase of a planned U S strategic oil reserve of up to one billion barrels by 1982. Sites near Texas and Louisiana refineries will hold 150 million barrels initially, with domes two to five miles across and up to 10 miles deep.
