The Phnom Penh government appeals for an instant halt to five years of fighting with the Khmer Rouge insurgents and offers to surrender its weapons in exchange for peace.
Prince Norodom Sihanouk rejected the Cambodian cease-fire proposal and any transfer of government powers. He warned Cambodian officials to flee Phnom Penh or be hanged. Meanwhile Phnom Penh's airport fell to insurgents as fighting raged, with civilians endangered and Red Cross declaring a hotel a security zone.
The Supreme Court by a 7-1 vote allows the EPA and states to permit variances to polluters under national air quality standards. The decision upholds Georgia Alabama Mississippi Louisiana and Texas plans and says states may adjust emission mix while ensuring final compliance.
Chanute officials join the PRIDE Committee as Commissioners Oscar Cunningham and Barbara Kihm become members. The city may support beautification efforts including murals trees and plantings while maintenance of new trash container lids is funded with merchant contributions.
