City commission led by Mayor James Kensett announced a five percent across the board pay rise for city employees retroactive to January 1 with a plan for another five percent increase next year. City Manager R J Hayes noted the current payroll averages 44000 monthly and that last raise was January 1, 1963.
Cloudy with showers and thunderstorms tonight across Kansas. Central and eastern areas see most activity with mild temperatures in the 60s. Lows 40s west, 50s east. Thursday partly cloudy and cooler with highs 60 to 65.
President Johnson toured flood and tornado devastation in Minnesota and Indiana visiting flood-ravaged areas and Palm Sunday wreckage. He pledged prompt federal assistance and expressed sorrow to victims in Elkhart and Dunlap where 27 died in a tornado with simulated winds up to 300 miles per hour.
In Leavenworth Kansas Richard Eugene Hickock and Perry Edward Smith were executed. Their eyes were secretly arranged for corneal transplants at the Kansas University Medical Center in Kansas City. Dr Lawrence Hyde confirmed both eyes were transplanted to a woman and a man. He noted donor eye use typically occurs within 14 hours. Names of recipients were not disclosed.
Richard Hickock and Perry Smith, partners in crime, died on the gallows at the Kansas state prison after multiple delays. The 1959 Clutter family murders at their home near Garden City drew four attempts to escape execution and a drawn out Supreme Court saga.
Kansas lawmakers moved toward adjournment as a bill creating a uniform system of public community junior colleges was sent to Governor Avery. The plan envisions up to 22 junior college areas, standards for operation, and aims to place a two year school within commuting distance of every high school graduate. A separate measure liberalizing teen driving rules for 14 and 15 year olds also neared final approval, permitting broader licenses and extended hours for student driving.

Avery stayed ready as sessions extend into night with votes on tax changes and bond issuances.

The Midwest faces fresh floods as the Mississippi rises to record levels after Sunday’s tornado outbreak. Minnesota suffers the worst damage with 11 deaths and over 20 million dollars in losses as 21,000 St Paul residents face displacement. President Johnson planned a six state tour to assess damages and deliver federal relief.
ERIE The home of Mr and Mrs Henry Broughton on North Butler suffered extensive fire and smoke damage in the early hours. Sheriff officials said cause undetermined. The Broughtons were away at the time. Erie fire department extinguished the blaze. alarm sounded at 4 50 a m.
The city planning commission holds its April meeting at 8 o'clock tonight in the Memorial building city commission room. Part of the agenda covers the phase one 701 planning report with chapter summaries submitted by Burgwin and Martin, consultant planning firm.
Charles Skilling of 11 W. 3rd, an employee of a sign board company, was admitted to Neosho Memorial Hospital after allegedly falling from a ladder while working on a sign board east of town. Police found him in a ditch beside highway K39 near the Neosho River bridge around 2:30 p.m. yesterday. the family reports back and shoulder injuries.
