Senator Lee Metcalf earned the nickname fastest gavel in the West as he adjourned the Senate for Easter recess in 14 seconds instead of his 2 second record. The delay came from reading a longer adjournment resolution. Recess runs until next Wednesday. House members head home until April 19.
President Nixon will address the nation at 8 p.m. CST signaling a quicker pace of U S troop withdrawals from Vietnam. The speech aims to offer indications of an end to the long war and was prepared in private with his staff amid tight security and limited advance details.
The Senate Ways and Means Committee voted 5-4 to cut 5.1 million dollars from a 498 million dollar fiscal 1972 appropriations bill. The same cut was approved by the House committee but later restored on the House floor amid heated debate and tight margins.
In Berkeley radicals captured three of four contested City Council seats but failed to gain a majority. Voters elected a black mayor who backs the radicals, while a radical-proposed plan to divide the Police Department into three racially and student based districts was overwhelmingly rejected.
Richard J. Daley elected to a fifth term as Chicago mayor with about 70 percent of the vote and wins 48 of 50 wards. The 68 year old Democratic strongman said the victory provides a mandate to improve the city.
Kansas lawmakers quickly ratified the national amendment granting 18 to 21 year olds the vote in all elections. The action follows a statewide referendum approving the state constitutional change by a wide margin. The House approved 120 to 0 and the Senate 34 to 3.
Deputy Attorney General Richard Kleindienst rebuked House Democratic Leader Hale Boggs for alleging FBI wiretaps on his and other lawmakers’ phones calling the charges slanderous and irresponsible. Senator Robert Byrd urged Boggs to disclose the evidence backing his accusations to settle the dispute.

The Chanute Area Chamber of Commerce women’s division runs a public tree sale Thursday at the city garage in the Memorial Building between the police and fire departments. About 2,900 seedlings, including red buds and Kentucky coffee trees, will be offered at 75 cents to $1 each with no limit per buyer, first come first served, with care tips and planting instructions provided.
Former major league catcher turned Springfield sheriff Mickey Owen calls Wichita the hashish capital of the world. He claims narcotics dealers from Kansas City have invaded the area and says agents in the field hear it often. Wichita police dispute his assessment and note no record of Wichita as a major distribution point.
The Chanute election saw 3143 voters or 75 percent of the 4178 registered fill all three commission seats. John Schultz and Clyde Kile won expiring terms while Mrs. Vesta Lightfoot was chosen for the unexpired term. Schultz led the ticket in the expired term race.
Winners John Schultz and Vesta Lightfoot spoke of a smooth transition and a commitment to serve Chanute. Loser comments came from Dale McCoy and the out of town candidate, with forvent nothing but continued hopes for progress and cooperation.
Chanute residents cast ballots in a countywide election. Dr Richard Good led with 2 650 votes followed by Miss Everitt 2 560 and Dr James Rowland 2 542. John Congdon 2 520 22 votes behind Rowland was eliminated. Gerald Pryor gained 1 023 votes. Four year terms set for board members ending 1975 with Floyd Naff and Wilbur Thompson not seeking re election. City commissioners R D Wilson and Robert McGregor defeated. newly elected officials to be sworn in Monday. Overall city vote total 3 143 versus 2 439 in primary with Kile and McGregor leading regular terms and Mrs Lightfoot first woman elected to city commission.
TOPEKA Gov Robert Docking vetoed a bill to provide a 6 percent pay raise for elected officials in all but Sedgwick Shawnee Johnson and Wyandotte counties. The increases would have averaged about $300 annually. Docking also announced he signed 23 bills, bringing his total to 98 for the session.
Three congressmen announce they will sue President Nixon for violating constitutional rights by blocking Congress from declaring war.
In Topeka Kansas voters approved an amendment to the state constitution to grant the ballot in state and local elections to 18 to 21 year olds. The measure passed overwhelmingly in Tuesday's election, extending voting rights beyond the prior 18 year limit for national elections.
Unofficial tallies show broad support for the state amendment to set voting age at 18 in Neosho Allen Wilson and Woodson counties. Total count 7,101 to 3,546 in favor with strong turnout in Neosho 3,162 to 1,248. Allen 1,512 to 741. Wilson 1,777 to 1,276. Woodson 660 to 281.
Congress passed a federal amendment lowering voting age to 18 and Kansas moves to ratify before adjournment. Nationally 38 states are needed for passage. 13 states have ratified so far. In Kansas 2,760 of 2,890 precincts reported Yes 240,948 No 145,382.
