Treaty drafting nears completion with seventeen articles

Paris reports states that Secretary Moore and Senor Villaurrutia finalized a seventeen article peace treaty, expanding from fourteen. Montero Rios protested some Spaniards proposals, including recognizing contracts for ceded territories and guarantees held in depositaries. San Quentin reports a man involved in defrauding a Nevada bank of over 20000 via a raised check presented with three accomplices. In Carlinville Illinois Miller leads the six day bicycle race and owns a world record pace. Kent is believed to have left his hiding place and gone to New York with a cryptic train letter linked to his case.

War Revenue Amendments Sought by Internal Revenue Chief

Washington Dec. 10 Chairman Dingley received a letter from Internal Revenue Commissioner N B Scott proposing numerous amendments to the June 13 1898 war revenue act. The suggestions include administrative changes to schedules A and B monthly excise tax payments for sugar refineries and a penalty for not stamping parlor car tickets.

Powder Mills Wrecked in Hagley Yard Tragedy

At Dupont Powder works Hagley yard Wilmington three men were killed and eight injured in a press mill and grinding mills blast. The dead are Robert Milhenny age 45 John Wright 50 and John Moore 40. Fatally injured are Thomas McCann John Mulhern and Samuel Stewart. Others seriously hurt include Thomas Knox James McLaughlin and Michael Maloney. A car loaded with powder overturned triggering friction and a series of five detonations.

Bechel embezzlement case witness Hunt on stand

Andrew J. Hunt Bechel's chief clerk testified in the embezzlement case, describing fictitious credit vouchers used to cover payments, accounting tricks to reduce company earnings, and letters raised under Bechel's instructions.
