Proclamation of Amnesty and Pardons by President Johnson
President Andrew Johnson issues amnesty and pardon for those who participated in the Civil War rebellion with conditions including oath taking and property rights. The proclamation lists classes of excluded individuals such as Confederate officials and officers, and sets forth rules for recording the oath and administering clemency, dated May 29, 1865.
