Freshman opens fire at Rocori High killing student in Minnesota

Few Schools Labeled Persistently Dangerous Across Nation

Washington AP reports only 52 of 91 000 public schools are labeled persistently dangerous by states, allowing student transfers to safer districts. Nearly 700 000 violent crimes occurred in 2000, with 99.9 percent of schools receiving passing safety grades.
