The United States may have reached replacement fertility at 2.1 births per woman, a landmark the Census Bureau confirms after a June survey. Analysts caution the rate could rebound, but early data show 18 to 24 year old married women expect 2.3 children on average.
Relatives of three American pilots released from North Vietnamese camps expressed disappointment and anger at Hanoi and Washington over a delay in their return. Americans feared the prisoners would be taken into custody by U.S. authorities, while some officials said conditions were imposed by Hanoi.

Governor Ray will recommend a 10 percent across the board increase in IPERS retirement benefits without extra contributions. The proposal would add about 1.5 million dollars annually to roughly 16 500 elderly Iowans, supported by IPERS investments and a $450 million employee trust fund.
