Vilsack says Iowa ends year with surplus of at least 30 million

D M man sentenced in arson case
A Des Moines man admitted he was paid to set fire to a pizza restaurant to help the owner collect insurance. John Ragsdale, 30, received five years in prison for the Dec 31 1990s fire at the Pizza Ranch in Manson. He must pay 204518 in restitution.
