Irrigation Proposed to Stabilize Dust Bowl Regions
Experts told a congressional committee that irrigation could settle 40,000 to 50,000 western families and support 75,000 to 100,000 more in towns. Debler cited 3,000,000 farm residents who could benefit directly, while Pace highlighted Scotts Bluff County Nebraska as an irrigation success amid population shifts. Alfred Barnes noted rising tenancy and a likely 1940 census showing half of farms tenant worked.
