NSA program violated court limits on phone record checks
NSA officials disclosed that for about three years the agency improperly checked U S phone numbers against massive databases without proper legal standards. The alert list grew from 3 980 in 2006 to 17 835 in 2009 with about 16 000 numbers failing to meet the standard, and the court was misled about compliance. The disclosures fuel renewed calls for curbs on domestic spying.
