Pope John Paul II began his U.S. tour in Miami claiming to be a friend of America and all Americans while President Reagan highlighted human freedom. Security was tight after a man with a gun and knife was arrested near Tamiami Park. Crowds were lighter than expected, with police estimating up to 200000 along the motorcade route as the pope met with Reagan at Vizcaya for a private 35 minute discussion.
Secretary of State George Shultz told the Senate that Congress should authorize $270 million in contra support for 18 months to deter a communist victory in Nicaragua. He argued additional aid is the best guarantee Nicaragua will honor the Guatemala peace terms, drawing swift Democratic criticism.
President Reagan indicated continued U S support for the contras if the Guatemala agreement leads to a cease fire and a democratic opening in Nicaragua. He told reporters before a private talk with Pope John Paul II that aid would pressure the Sandinistas and show resolve in the peace process, potentially doubling aid to the rebels through March 1989.
Marine Sgt. Robert Stufflebeam, a former embassy guard in Moscow, was acquitted by a military jury of sex with Soviet women and lying to authorities. He was convicted on two counts of dereliction of duty for drinking in an off limits Moscow hotel bar, potentially facing 12 months in military prison.
Washington reported both the United States and the Soviet Union sent warnings to Libya to stop transferring Soviet made mines to Iran. The plan involved Iran exchanging mines for chemical weapons to use in Chad. Moscow warned Tripoli that such transfers were unauthorized.
