Iowa District Court Judge David R. Hansen of Iowa Falls is seen as the front runner to head the Northern District of Iowa federal judiciary. Hansen, 46, is a Republican on the state bench since 1976 and was among three nominees sent to the Justice Department by Sen. Charles Grassley. The others are Cedar Rapids Judge James J. Carter and Clarion Judge Newt Draheim. President Reagan could name the appointee Oct. 1, with Senate confirmation.
