Harris County ignored may 1996 flood fix proposal
Harris County engineers warned in a 1996 report that the Addicks and Barker reservoirs were outdated and could flood 25 000 homes without a major drainage project. The plan proposed a 400 million underground conduit and deeper reservoirs, but was shelved and forgotten, a failure critics linked to Harvey’s devastation.
