Voting Rights Act Needs Ten Year Extension Says Civil Rights Panel
The U S Commission on Civil Rights urged Congress to extend the Voting Rights Act for at least ten years with stronger enforcement. It reported ongoing intimidation of black and Hispanic voters and cited cases of compromised rights in the South and other regions. The preclearance provision would remain, affecting nine states and parts of others, with states required to prove changes are not racially discriminatory. The report was sent to President Reagan and Congress as debate on the extension nears.
